The Construction Guidelines are recommended industry procedures developed by the Construction Alliance which consists of representatives of:

American Institute of Architects, St. Louis Chapter
Associated General Contractors of St. Louis
The Greater St. Louis Chapter, Construction Specifications Institute
The St. Louis Chapter of International Facilities Management Association
St. Louis Council of Construction Consumers
These Guidelines are continually reviewed by construction owners, facilities managers, architects, consulting engineers, specifications writers and general contractors. The Guidelines are not intended to be rules which govern every project, but are instead to be suggestions which may be modified to fit individual situations. These guidelines are not intended to be, and should not be interpreted as, standards of care for architects, engineers or other design professionals.
The Guidelines are based on ARCON Bulletins and CEC-AGC Recommendations, which were developed by the AIA, AGC and CEC in the 1950s and 1960s. These two separate documents were combined and reissued as Construction Guidelines in the 1970s. The Guidelines were published in hard copy only until 1999 when the Construction Alliance was formed to update the Guidelines and issue them in an electronic format. The alliance continues to review, update and add to the Guideline listings on a periodic basis.
